 Yes, with reservations due to unequal treatment of third parties.

 16­ Requiring 2/3 Voter Approval for Local Energy Commissions NO
 A thinly-veiled attempt by PG&E to prevent competition
 No on Prop 16 Web Site
 17­ Allowing Increases of Auto Insurance Rates When There has been a break in coverage­ NO
 Financed by Mercury Insurance to raise insurance rates.
